Goals
1. Control and limit who can use the computer
OS 需要知道誰現在在用電腦才知道這個用戶能不能做某件事
2. Track and control how much resources are used
在多人共用系統 OS 必須知道每個 process 或 user 使用了多少資源避免每個 process 獨佔資源，另一方面也作為計費依據
